San Isidro, Angono, Rizal.

Days before Sec. Jesse Robredo died on a plane crash last Aug. 18, 2012, the Department of Interior & Local Government released the list of Top LGUs who performed well and met the parameters set by the agency on LGPMS State of Performance for CY 2011.

LGPMS, or the Local Government Performance Management System, the State of Performance Index  is a system designed by DILG to measure the performance of each LGU in areas of Good Planning, Sound Fiscal Management, Transparency, Accountability, Valuing of Performance Information and Good Housekeeping, in general.  It also integrates Health & Local Tourism Management.

In a report transmitted to Angono, Rizal Mayor Gerry V. Calderon by Ms. Linda S. Estipular, Angono Municipal Local Government Operations Officer, The Local Government Unit of Angono tops the Municipal Ranking by Province with a rating of 4.81 points, with 5 being the highest  (see table below).

LGPMS State of Performance CY 2011 (CALABARZON Region): Municipal Ranking by Province

Also, Angono ranked 3rd in the whole Calabarzon Region with 4.81 points, with Carmona (4.90) and Bacoor ( 4.82) leading the Top 2, respectively (see table below).

LGPMS State of Performance CY 2011 (CALABARZON Region): Municipal Ranking by Region

Highlighted in this report is the LGU’s performance in four (4) areas of governance: (1) Administrative Governance, (2) Social Governance, (3) Economic Governance, and (4) Environmental Governance.   A special report is included to determine how the fundamentals of good governance such as Participation, Transparency, and Financial Accountability are valued in the LGU.  It is to note that the LGU’s performance was assessed based on the responses of the LGU’s Team to the questions provided into the LGPMS database.   A Performance Scale is used to identify areas with excellent performance and areas for improvement. A perfect scale of 5 denotes excellent performance while performance scales of 1-4 indicate areas for improvement.  Although scales of 3 and 4 are relatively high, there are areas which can still be improved on.  All these are explained in detail as you read the entire report at http://www.blgs.gov.ph/lgpmsv2/appshome/report/rpt-eSLGPR-public.php?frmIdLgu=821&frmIdPerfArea=2&frmIdDcfCode=8

The executive director of the National Council with Disability Affairs is calling on all persons with disabilities (PWDs) who are qualified to vote in the next year’s election to avail themselves of the special registration on August 11, 2012.
Ms. Carmen Zubiaga said the Commission on Elections (Comelec) registration for PWDs is pursuant to the commission’s Minute Resolution 12-0624.
“Considering that two (2) important mechanisms will be implemented by the Comelec for the May 13, 2013 elections, viz: (i) assignment of polling places with PWD voters to the ground floor; and (ii) establishment of accessible polling places in selected voting centers where PWD voters are numerous, data on PWD voters are necessary,” Zubiaga explained on the importance of accomplishing PWDs Supplementary Data document of the Comelec.
The Comelec said its local offices in the country (except Autonomous Region for Muslim Mindanao) will participate in the said event to encourage PWDs to register and update their records by accomplishing the Supplementary Data portion.
Special registration centers will likewise be designated to make the registration more accessible.
Zubiaga said the registration was a product of her sector’s previous activities of reminding the Comelec to highlight the right to suffrage of PWDs.
“This can be attributed to the clamor of PWDs to be provided an accessible electoral process — from registration to election day,” she said.
Zubiaga noted that a lot of civil society groups, in partnership with COMELEC and other government agencies such as the National Council with Disability Affairs, have championed the rights of PWDs and conducted fora, road shows, workshops and consultations to better understand the needs of PWDs, causes of their disenfranchisement and how this could be addressed in the coming elections.
For more information on the National PWD Registration Day, please log on to www.pwdrighttosuffrage.wordpress.com or email pwdcomelec@gmail.com or call (02) 5272767.
Zubiaga was the information officer of the Municipality of Taytay before she was appointed director of the National Council with Disability Affairs.
