Ayon kay Angono Comelec officer Arthur Mercado, umabot sa mahigit 150 katao ang nagparehistro sa Angono Comelec Office na tatagal hanggang July 31.  

Samantala, sa Oct. 15-17 naman ang itinakdang petsa para sa magpa-file ng Certificates of Candidacy sa mga nais tumakbong Kapitan, Kagawad at mg SK Officials sa bansa.  Sampung araw lamang ang gaganaping pangangampanya bago sumapit ang araw Barangay Elections sa Oct. 28, 2013.  

Ang opisina ng Comelec ay bukas sa buong linggo kahit Sabado at Linggo,  mula  alas-otso hanggang alas-singko ng hapon.

Oct. 8, 2012 | Dozens of residents in Angono, Rizal  flock the COMELEC office here  everyday to register and be able to vote on the 2013 mid-term elections.

After the Filing of Certificate of Candidacy ended last week, the local Comelec here again opened the registration to the public.

“We are urging all eligible first-time voters who will turn at least 18 years old on May 2013 to file their voter’s registration this early. Let us avoid last-minute registrations so we can take part in electing our nation’s leaders,” said Comelec spokesman James Jimenez.

Deadline of registration is October 31, 2012 but the Comelec is encouraging early registration so it can prepare better for the conduct of automated polls with the use of special ballots, such as those used in the May 2010 national elections, he added.

Applicants should bring with them a copy of their birth certificate and one valid ID for their registration.  The local COMELEC office is open from Monday to Saturday (including holidays), 8:00 AM to 5:00 PM.

List of valid identification (ID) cards, according to COMELEC:

    1. Current employee’s identification card (ID), with the signature of the employer or authorized representative;
    1. Postal ID;
    1. Student’s ID or library card, signed by the school authority;
    1. Senior Citizen’s ID;
    1. Driver’s license;
    1. NBI/PNP clearance;
    1. Passport;
    1. SSS/GSIS ID;
    1. Integrated Bar of the Philippine (IBP) ID;
    1. License issued by the Professional Regulatory Commission (PRC) and;
    1. Any other valid ID

The ID should bear the applicant’s photo, signature, and complete address. The poll body has likewise emphasized that community tax certificates (cedulas) and other certifications and IDs issued by barangay officials will not be honored.

 

According to section 5 of COMELEC resolution 9149 promulgated last year, any Filipino citizen who has met the following requirements is eligible to vote:

    1. At least eighteen (18) years of age;
    1. A resident of the Philippines for at least one (1) year and in the place wherein he proposes to vote, for at least six (6) months immediately preceding the election; and
    1. Not otherwise disqualified by law.

An NSO birth certificate may be needed as authentic proof of a voter’s identity.

Aside from first-time voters, persons who want to transfer registration records to a new residence; change, update or correct entries such as those for newly-wed women who changed surnames; and voters whose records were deactivated for failure to vote in the past two elections can also file their applications within the registration period.

Nais ng Commission on Elections (Comelec) na amyendahan ng Kongreso ang ilang batas tungkol sa pagdaraos ng eleksiyon para mabigyan-daan ang on-line registration at voting na pakikinabangan ng mga Pinoy lalo na ang mga nasa ibang bansa.

Sa pagdinig na isinagawa ng Senate committee on electoral reforms na pinamunuan ni Sen. Aqujilino “Koko” Pimentel III, hiniling ng Comelec na repasuhin ng Kongreso ang Absentee Voting Act, Automated Election Law at Fair Election Act.

Sa panayam ng media nitong Huwebes, sinabi ni Comelec Commissioner Rene Velasco, na inaasahan ng komisyon na aabot sa isang milyon ang new registrants para sa 2013 elections.

“We will study the possibility of amending existing laws in order to accommodate not only internet registration but also internet voting,” ayon kay Velasco.

Sinabi ng opisyal na bumababa ang bilang ng Pinoy na nasa abroad na nakikilahok sa eleksiyon sa Pilipinas dahil sa kulang ang mga embahada at konsulado ng Pilipinas na puwede nilang puntahan upang magrehistro at bumoto.

Dahil dito, hindi umano nagagamit ng mga Pinoy na nasa ibang bansa ang kanilang karapatan na maghalal ng opisyal na pinoprotektahan sa ilalim ng Saligang Batas.

“The problem is there are not enough embassies and consular offices to accommodate voting. Because of these (problems) OFWs need to travel to the nearest country or embassy to register, and/or vote,” paliwanag niya..

Ang naturang problema ay maaari umanong malutas sa pamamagitan ng internet registration at voting.

Tiniyak naman ni Pimentel na kokonsultahin niya ang mga kapwa senador para makuha ang kanilang opinyon tungkol sa mungkahi ng Comelec.

Bagaman nakikita ni Pimentel na kaya namang ipatupad ang programa, kailangan pa rin umanong masuri ang mga umiiral na batas tungkol sa halalan para tiyaking legal at naaayon sa batas ang planong Internet registration at voting.

Bukod dito, inaasahan din ng senador na posibleng may kumuwestiyon sa integridad at seguridad ng sistema kaya kailangan umano itong pag-aralan na mabuti. – ER/FRJ, GMA News | Angono Dream news | Manda Icasiano
